水美城市建设综合治理PPP项目风险评价及对策研究

摘　　要：随着人们对生态环境需求的提高,我国投入环保类项目的资金比例越来越大。其中水美城市建设综合治理项目属于环保类项目的一种,主要任务是进行水环境治理、水流域两边基础设施建设等。因此本文以浦城县水美城市建设综合治理PPP项目为例,采用层次分析法(简称:AHP)和模糊综合评价法构建了3个一级指标、7个二级指标及26个三级指标进行风险评价。最终浦城县水美城市建设综合治理PPP项目评价结果为中等风险。其中宏观风险下的政治风险和经济风险危险程度最高。With the increase of people's demand for ecological environment,the proportion of funds invested in environmental protection projects in China is getting larger.Among them,the Water-Pucheng County City Construction Comprehensive Governance Project is one of the environmental protection projects.The main task is to carry out water environment treatment and infrastructure construction on both sides of the watershed.Therefore,this article takes the Water-Pucheng County City Construction Comprehensive Governance PPP Project as an example,and uses AHP and fuzzy comprehensive evaluation method to construct 3 primary indicators,7 secondary indicators and 26 secondary indicators risk evaluation.In the end,the evaluation result of the Water-Pucheng County City Construction Comprehensive Governance PPP Project belongs to medium risk.Among them,political risk and economic risk under macro risk are the most dangerous.
