摘　　要：本文统计整理了沿海各地渔港、渔港经济区相关规划,总结了现有规划实施后取得的五方面成效,归纳分析了现有规划存在问题;结合渔业发展形势和渔港经济区建设需求,本文对渔港经济区规划提出九条基本要求和"一港一平台、两镇三区四基地"五大块规划建设内容,并提出现代渔港经济区"1+1+X"创建模式,以期对相关决策部门制定战略提供有益参考。This paper summarizes the relevant planning of fishing ports and fishing port economic zones in coastal areas,and it also summarizes the five aspects of the existing planning implementation,as well as the major problems existing in the existing planning;combined with the development of fishery and the construction needs of the fishing port economic zone,this paper puts forward nine basic requirements for the planning of the fishing port economic zone and the five major blocks of“one port,one platform,two towns,three districts and four bases”,and it proposes the“1+1+X”creation mode of the modern fishing port economic zone,in order to provide useful reference for relevant decision-making departments to formulate strategies.
