摘　　要：TODAY the world is focusing on the security implications of climate change and the fact that extreme weather has the potential to harm the well-being of millions.The world,however,is grappling with how best to achieve the Paris Agreement on limiting greenhouse gases.Targets were set in the Paris Agreement but there is no consensus on how to achieve them.Lost in all the attention on climate change is the depressing fact that nuclear weapons are still the most immediate threat to humankind’s survival.
