摘　　要：推进农业水价综合改革,促进农业绿色生态发展,是贯彻“节水优先、空间均衡、系统治理、两手发力”治水思路的必然要求,既是现实之需,更是长远发展之要。为更好地体现农业水价制度在水资源节约与绿色生态发展领域的重要性,剖析了都江堰人民渠第二管理处灌区现行的“两部制”水价制度形成的历史原因、所产生的积极意义以及对灌区水资源节约与水生态可持续发展的影响。Since the18th National Congress of China,Sichuan province has taken the responsibility in a conscious manner,to create an upstream ecological shelter through raising"upstream awareness"and highlighting"upstream obligations".The Chengdu Plain,a place called the"the land of abundance",not only contains cultural richness,but also has crisscrossed large and small rivers or canals.Thanks to the construction of Dujiang Weir,"flood and drought have been brought under control and people are not suffering from hunger due to the plenty of food."The discussion concentrates on how to maximize its role as an ecological shelter in the upstream of the Yangtze River taking the exceptional advantages of the area for building a culture of water ecological civilization.It is planned to further up construction of Dongfengqu Irrigation District and foster an eco-friendly water culture,so as to satisfy the needs of the local people for"high-quality water,healthy ecology and livable environment".
