新结构经济学视角下新型农业经营主体发育与农村土地流转方式选择——以江苏省为例

摘　　要：本文基于新结构经济学的理论视角,构建“农业要素禀赋结构—比较优势—产业、技术、软硬基础设施变动—新型农业经营主体发育—农地流转方式选择”这一分析框架,并结合苏南、苏中和苏北三个具体案例,探讨在农村要素禀赋结构调整背景下,不同新型农业经营主体土地流转方式的选择及土地流转遇到的问题。并提出通过完善乡村“硬件”和“软件”基础设施、建立保障多元新型农业经营体系发育的体制、完善农村土地流转服务体系、构建农业社会化服务体系促进小农与现代农业衔接,重新构建适合现代农业发展结构调整的政策体系,以实现不同类型的农户和现代农业的有机衔接。Based on the theoretical perspective of new structural economics,this paper article constructs an analysis framework of“agricultural factor endowment structure-comparative advantage-changes in industry,technology,soft and hard infrastructure-development of new agricultural business entities-choice of agricultural land transfer mode”.Combined with three specific cases in southern Jiangsu,central Jiangsu and northern Jiangsu,this paper discusses the choice of land transfer methods and problems encountered by different types of new agricultural operators in the context of the adjustment of the endowment structure of rural factors.It also proposes to reconstruct a policy system suitable for the structural adjustment of modern agricultural development to achieve an organic connection between different types of farmers and modern agriculture by improving the rural“hardware”and“software”infrastructure,establishing a system to ensure the development of a diversified new agricultural management system,improving the rural land transfer service system,building an agricultural social service system,and promoting the organic connection between small farmers and modern agriculture.
