摘　　要：机关事业单位养老保险所面临的困境主要包括因编制造成的困境、因待遇造成的困境、因成本造成的困境、因配套制度造成的困境。提出了机关事业单位养老保险改革的解决出路。对编制管理进行深化改革,提高人员本身的偿付能力,对相关配套机制加以完善,对养老理念加以转变。The difficulties faced by the endowment insurance of government institutions mainly include the difficulties caused by the establishment,the treatment,the cost and the supporting system.This paper puts forward the solutions to the reform of endowment insurance in government institutions,deepens the reform of staffing management,improves the solvency of personnel,perfects the relevant supporting mechanism,and changes the concept of endowment insurance.
