我国小型热电联产政策解读与发展方向分析

摘　　要：小型热电联产系统对我国合理用能、节能减排具有重要价值,我国各种工业园区的统一规划建设可为小型热电联产系统的发展提供难得的历史机遇。为了解决在大力推进我国小型热电联产系统发展进程中对小型热电联产政策、项目审批流程、发展方向仍认识不足等问题,对小型热电联产相关政策进行相应解读并对项目审批流程进行系统梳理,重点从立项、申请电力入网、办理能评、环评与安评、申请土地证等方面剖析项目审批流程。结果表明:我国大力鼓励发展小型热电联产系统,但在当前煤电行业产能过剩的大环境下,项目审批难度大、耗时长;公用热电厂的大工业用户直供方案经济性最佳,公用热电厂统购统销方案与集中供热方案经济性相差不大。在建设小型热电联产系统时可优先申请公用热电厂,并在电力交易中心与大工业用户直接交易。大工业用户也可直接申请自备热电厂,并附带向园区其它企业供热。Small-scale cogeneration systems have great significance in rational use of energy as well as energy-saving and emission-reducing for China.A number of industrial parks are being planned and constructed,which provides a rare historical opportunity for the development of small-scale cogeneration systems in China.In order to solve the problems of insufficient understanding about the relevant policies,project approval process,and development direction in the process of vigorously promoting the development of small-scale cogeneration systems in China,the policies related to small-scale cogeneration are interpreted and the project approval process is systematically combed from the aspects of project approval,application for power grid connection,handling energy assessment,environmental assessment and safety assessment,as well as application for land certificate.The results show that China strongly encourages the development of small-scale cogeneration systems;but project approval is difficult and time-consuming due to overcapacity in the coal and power industry;the direct power supply to large-scale industrial users for public thermal power plants is the best scheme in economy,while unified purchase and sale scheme for public thermal power plants has little difference with central heating in economy.In the construction of small-scale cogeneration systems,priority can be given to public thermal power plants and direct transactions can be made with large industrial users in the power trading center.Large industrial users can also directly apply for self-provided thermal power plants and supply heat to other enterprises in the park.
