摘  要:安塞油田点多、线长、面广、区域分散,且开发区域位于"四河三库"流域,环境敏感,地面管道腐蚀严重,管道高后果区安全管理迫在眉睫。安塞油田在管道安全管控方面由基于管道事件的被动管理模式转向基于风险评价的管道完整性管理模式,按照"源头防控、降低风险"原则,统筹"三个结合",坚持"四项原则",优选管道材质,优化内防腐、修复补强工艺;以风险管理为核心,重点针对高后果区和高风险段管道开展工作。油田开展高后果区识别管道长度3477.93 km,其中油集输管道2950.63 km,气集输管道527.3 km,截至2019年3月底识别出高后果区管道55.4 km。通过开展高后果区识别,辨识管道安全风险,明确管理重心,合理配置资源,制定有针对性的风险减缓措施,为实现管道安全管理模式从"事后处理"转向"事前预防"奠定了基础。Ansai oilfield has many points,long lines,wide areas and scattered regions. Besides,its development area is located in the basin of "four rivers and three reservoirs",with environmental sensitivity, severe surface pipeline corrosion, high risk of safety and environmental protection, and the safety management of pipeline high consequence zone is extremely urgent. In terms of pipeline safety control,Ansai oilfield has changed from passive management mode based on pipeline events to pipeline integrity management mode based on risk assessment. In accordance with the principle of "source control and risk reduction",we coordinate the "three combinations" and adhere to "four principles",optimize pipeline material and internal corrosion prevention,repair reinforcement process,conduct treatment in batches and take measures through classification. With risk management as the core,the work focus should be put on high consequence zone and high risk section pipeline. The pipeline length of high consequence zone identification is 3 477.93 km,including oil gathering and transportation pipelines of 2 950.63 km and gas gathering and transportation pipelines of 527.3 km. By the end of March2019,55.4 km of pipeline in the high consequence zone is identified. Through the high consequence zone identification,the safety risk of pipeline can be identified,the focus of management can be clearly defined,resources can be rationally allocated,and targeted risk mitigation measures can be formulated,which lay the foundation of realizing the transformation of pipeline safety management mode from "post-processing" to "pre-prevention".
