林改前后农户林地经营投入对林地产出影响的比较研究——基于福建省调查数据

摘　　要：集体林权制度改革是我国农村经济体制改革的重要组成部分,其政策效益也越来越受到重视。基于改革示范省福建省的调查数据,先是通过独立双样本均值T检验法分析农户林改前后林地产出和林地投入的差异,后是运用多元线性回归模型比较林改前后林地投入对林地产出的作用机制差异。研究结果表明:第一,林改在促进农户林地产出与林地投入上确有成效,但林改后仍有57.69%的农户没有转变林地投入行为,部分家庭在林业上仍为粗放经营;第二,林改前,仅土地面积和种苗对林地产出具有显著促进作用,农户收入主要依靠林木数量;第三,林改后,土地面积、化肥、自投工数和雇工数的影响显著,但自投工数为负向作用,农户对林木质量的重视程度增加。基于以上结论,从持续推进集体林权制度改革、注重专家指导以促进精细化经营和激励农户专业经营等方面提出政策建议,以期为深化完善集体林权制度改革提供参考。The reform of the collective forest tenure system is an important part of China's rural economic system reform,and its policy effectiveness has also received increasing attention.Based on the survey data of the reform and demonstration province,Fujian province,the difference between forest land output and forest land input before and after the forestry reform was analyzed by independent two-sample mean T test,and then the multiple linear regression model was used to compare the mechanism difference before and after forest refonn.The research results show that:First,the forest reform is indeed effective in promoting the output of forest land and the input of forest land,but after the forest refonn,57.69% of the farmers have not changed their forest land investment behaviors,and some families still operate extensively in forestry;Second,before the forest reform,only land area and seedlings had a significant promotion effect on forest land output,and farmers' income mainly depended on the number of forest trees.Third,after the forest reform,the impact of land area,fertilizers,self-employed workers and hired workers was significant.However,the number of self-employed workers has a negative effect,and farmers pay more attention to forest quality.Based on the above conclusions,proposes policy recommendations from the aspects of continuing to promote the reform of the collective forest rights system,focusing on expert guidance to promote refined management and motivate the professional management of farmers,with a view to providing a reference for deepening and improving the collective forest tenure system reform.
