莱州湾海洋生态保护与海域使用协调发展测度及路径选择研究

摘　　要：厘清海洋生态环境与海域使用之间的关系、促使两者耦合协调发展,是协调海洋保护与开发之间矛盾,推进渤海综合治理的关键所在。通过构建耦合模型,研究了中国莱州湾9个沿海区县生态环境与海域利用的协调关系。依据模型得出的生态环境综合评价指数及海域利用综合评价指数,分析了研究区域海洋生态环境状况及海域利用现状的空间差异。根据生态环境与海域使用耦合协调指数,将9个区县划分为4类,提出了各类型区县在处理生态环境保护与海洋开发关系上的发展路径和对策,为莱州湾及渤海生态保护与海域使用的协调发展提供借鉴和建议,为推进渤海综合治理提供参考。It is of great significance to clarify the relationship between marine protection and development and to realize the coordinated development of the two,so as to coordinate the contradictions between marine protection and development and promote the comprehensive management of the Bohai Sea.In this paper,a coupling model was constructed to quantitatively study the relationship between marine ecological environment and marine utilization in nine coastal counties of Laizhou Bay.According to comprehensive evaluation index of both marine ecological environment and marine utilization,the difference in spatial distribution of marine ecological environment and marine utilization in the study area was analyzed.The nine counties were categorized into four types based on the coupling degree of marine ecological environment and marine utilization calculated by the model.The development paths and countermeasures of various types of these counties in dealing with the relation between eco-environmental protection and marine development were put forward,which will provide references and suggestions for coordinated development of ecological protection and marine use in Laizhou Bay and Bohai Sea and promote comprehensive management of Bohai Sea.
