摘  要:政府购买公共服务能够节约财政资金、提高公共服务供给的专业化效能,因而成为当前世界各国公共服务改革的重要模式,但结合国内外实践来看,政府购买公共服务中也存在着工具理性突出、效率追求偏执、公共利益缺失等价值导向偏离难题。基于对公共价值管理范式的分析,公共价值识别、合法性支持和运行环境保障等可以支撑起政府购买公共服务价值创造与传递的分析框架。综合规范研究与实证分析,政府购买公共服务的公共价值生成与创造应从公民集体偏好塑造、协商合作机制创建、竞争环境营造和绩效评估价值转向等方面推进。Government purchase of public services has become an important mode of public service reform around the world because it can save financial funds and improve the professional efficiency of public service supply.However,according to the practice at home and abroad,there are some problems in the government’s purchase of public services,such as the prominent instrumental rationality,the paranoid pursuit of efficiency,and the lack of public interest.Based on the analysis of the paradigm of public value management,the dimensions of public value identification,legitimacy support and operational environment protection can effectively support the analysis framework of value creation and transmission of government purchase of public services.According to the comprehensive normative research and empirical analysis,the generation and creation of public value of government purchasing public services should be promoted from the following aspects:the shaping of citizens’collective preferences,the establishment of negotiation and cooperation mechanism,the examination of political democracy,the creation of competitive environment and the value transformation of performance evaluation.
