都市农业新产业和新业态的发展模式研究——以青岛市为例

摘　　要：大中城市都市农业新产业、新业态的创新发展激活了农业农村资源要素的多种组合利用方式,为农村经济发展、农业转型升级和农民就业增收注入持久活力。基于产业融合和产业链延伸的视角,以沿海重要城市青岛市的都市农业为研究对象,总结归纳青岛市都市农业新产业、新业态的发展模式和特征,分析青岛市都市农业发展中存在的问题,探讨都市农业发展的路径。研究表明,青岛市发展都市农业新产业、新业态的典型模式主要有高科技向农业渗透衍生出创新型农业、现代农业高新技术集成衍生出综合型农业、现代农业多功能拓展衍生出服务型农业、资源要素流动形成的城乡融合农业。体现为以新六产推进三产融合、以科技创新激发产业活力的特征。然而,当前青岛市都市农业新产业、新业态的发展仍存在有农业基础设施配套不完善、产业同质化严重、用地指标短缺、行业新标准缺乏、复合型人才不足等问题。因此,提出划定发展区域与完善配套设施、创新转变思维与打造产业特色、盘活土地资源与创新供给方式、健全发展机制与完善行业标准、引育专业人才与鼓励农村“双创”、借鉴成功经验与加快提档升级等推进青岛市都市农业发展的对策建议。The innovative development of modern urban agriculture and the new agricultural industry in large and medium-sized cities has activated a variety of combined use of agricultural and rural resource elements,and injected long-lasting vitality into rural economic development,transformation in agricultural structure,and income growth farmers.From the perspectives of the industry integration and industry chain extension of urban agriculture in Qingdao,this paper summarizes the development models and characteristics of Qingdao’s new urban agricultural industry and analyzes the problems and methods in developing modern urban agriculture of Qingdao.Results show that the typical models of Qingdao’s new urban agricultural industry are mainly divided into four types:the innovative agriculture characterized by the penetration of technology into agriculture,the comprehensive agriculture characterized by the integration of new technology into modern agriculture,the service-oriented agriculture characterized by the expansion of modern multi-functional agriculture,and the urban-rural integrated agriculture characterized by the free flow of resource elements.In general,all these different development models display some common characteristics,including promoting the industry convergence with the“industry chain extension”and stimulating the industrial vitality with scientific and technological innovation.However,the current development of modern urban agriculture and the new agricultural industry in Qingdao still has some problems,including lagged development of agricultural infrastructure,industrial homogenization,and shortage of development land and well-rounded professional talents.Therefore,this paper provides the following suggestions:defining some special development zones to upgrade targeted supporting facilities,encouraging innovate development ideas to establish new industry charactoristics,revitalizing land resources and supply methods,improving development mechanisms and industry standards,attracting professiona
