摘 要:输电网扩展规划是满足未来负荷增长、保障电力系统长期安全经济运行的基础。然而,线路收益按照固定投资回报率核算的模式下可能引发阿弗奇–约翰逊效应(AverchJohnson,A-J)效应,导致电网企业投资冲动。我国新一轮电改提出输配电价核算按照"准许成本加合理收益"的原则。为此,该文结合发改委配套文件的有效成本甄别和后评估体系的指导思想,基于结构化有效输电成本辨识的方法,设计基于有效输电成本的准许成本回收率与准许收益核算方法,根据基态与N-1状态下的线路利用率核定该线路投资的准许收益率,体现激励相容原理。在此基础上,建立新型的输电网扩展规划模型,针对这一复杂的非线性混合整数规划问题,提出模型转换方法,将其转化为线性混合整数规划问题,可采用成熟的商业求解器高效鲁棒求解。基于Garver’s 6节点系统的算例分析表明所提机制和模型能够根据线路的利用程度合理确定其准许收益率,从而抑制电网企业过度投资,提升电力资源优化配置的水平。The transmission expansion optimization planning is the foundation of the safety and economic operation of power system.When doing transmission expansion planning,fixed rate-of-return will lead to Averch-Johnson(A-J)effect which will give an impulse for transmission facility owners to over-invest and will not conductive to optimal allocation of resources.To this end,a mechanism of the effective transmission cost recovery based on the structural transmission cost identification was designed and a transmission expansion model was also proposed in this paper.The usage of line in normal and contingency conditions were considered in the proposed method to determine the rate-of-return for every line.The mechanism reflects the principle of incentive-compatible.A new transmission expansion model based on this mechanism was proposed and an iterative algorithm was presented in this paper.Based on the data of the Garver’s 6-bus system,the numerical experiment results shows that the mechanism and the model proposed in this model can give the rate-of-return to every transmission line in a fair way according to the usage of the line.Furthermore,the proposed method can avoid A-J effect,guide the investment and realize the goal of optimal allocation of resources.
