广州市“三非”外国人治理问题研究

摘　　要：来穗外国人在促进广州社会经济发展的同时,非法入境、非法居留、非法就业(以下简称“三非”)问题也比较突出,给广州市社会治安和城市管理带来负面影响。通过对广州市“三非”外国人问题的现状、成因、现有治理举措进行分析,提出广州市“三非”外国人系统治理的对策:完善“三非”外国人治理的相关法律、法规;加强源头控制,严格签证签发工作;加强广东省内、国内不同省份之间、国际间的协作配合;加大对外国人非法居留、非法就业的查处力度;进一步加大科技投入,研发境外人员生物特征库,建立统一互通的外国人管理信息平台;加强广州市涉外管理的力量建设;发动全社会力量参与外国人的日常管理服务等。While plenty of foreigners have promoted the social and economic development of Guangzhou,the illegal entry,illegal residence and illegal employment(hereinafter referred to as the“Three Illegals”)are also prominent,which has brought negative impacts on the public security and urban management of Guangzhou.Through the analysis of the status quo,causes and existing governance measures of the“Three Illegals”in Guangzhou,the countermeasures for strengthening the governance ability are further proposed,including the improvement of the related laws and regulations,strengthening source control and strictly issuing visas,strengthening the cooperation between the different cities in Guangdong province,the different provinces in China and the international governance of the“Three Illegals”in Guangzhou,increasing the investigation and punishment of illegal residence and illegal employment of foreigners,further increasing investment in science and technology,researching and developing biometrics database of foreigners,establishing a unified and interactive information platform for foreigners management,enhancing the foreign-related management capacity in Guangzhou,mobilizing all social forces to participate in the daily management and service of foreigners.
