民族自决权行使浅论

摘　　要：民族自决权早在资本主义发展时期,就已经作为一个强大的武器,为身处异族压迫的人民进行民族独立的解放运动提供了有力支持。二战结束之后,殖民体系土崩瓦解,民族自决权又促进了一批亚非拉国家的出现和建立,使得世界已不再仅仅是几个欧洲强国的游戏场所。随着冷战结束,各国内部的民族矛盾纷纷爆发,作为对民族自决含义的曲解,民族分离主义开始抬头,并引发了车臣战争、科索沃战争以及克里米亚冲突、伊拉克库尔德地区冲突等严重暴力事件。尽管我国的民族区域自治制度极具特色地将自治权与自决权巧妙地结合起来,最大程度促进了民族和谐,也为其他国家和地区处理民族问题提供了现实解决方案,但是世界上因为未能妥善处理民族矛盾而造成国家分裂、人民流离失所的惨痛教训仍然值得我国的警惕。As early as the development and prosperity of capitalism,the right of national self-determination has been a powerful weapon,providing strong support for the liberation movement of national independence for the people under the oppression of different nationalities.After the end of World War II,the colonial system collapsed,and the right of national self-determination promoted the emergence and establishment of a number of Asian,African and Latin American countries,making the world no longer just a game place for several European powers.With the end of the cold war,national conflicts broke out one after another in various countries.As a misinterpretation of the meaning of national self-determination,national separatism began to rise,and triggered serious violent events such as Chechen War,Kosovo war,Crimean conflict,Iraqi Kurdish regional conflict,etc.Although the regional national autonomy system of our country ingeniously combines the right of autonomy and the right of self-determination,which promotes the national harmony to the greatest extent,and also provides practical solutions for other countries and regions to deal with national problems,the painful lessons of national division and people's displacement caused by the failure to properly deal with national conflicts in the world are still worth learning from.
