摘  要:受到建设成本、基础设施、专业技术及管理人员等多方面因素的限制,小城镇的智慧规划管理建设面临较大的挑战,需要应用先进的技术手段予以破解,为此提出基于移动终端众包技术的智慧规划管理系统框架,开发相应的公众监督原型系统,并以神农架林区示范基地为例,实现林区范围内相关事件的公众上报与监督管理。对案例数据的初步分析表明,低成本众包技术对小城镇规划管理具有较好的适用性。Due to the constraints of construction cost,infrastructure,professional technology and management personnel,smart planning and management of small towns is facing greater challenges,which need to be solved by advanced technical means.This paper proposes a framework of smart planning management system based on crowdsourcing technology of mobile terminals,develops a corresponding public surveillance prototype system,and takes Shennongjia forest area demonstration base as an example to realize the public reporting and supervision and management of related events within the forest area.Preliminary analysis of the case data indicates that the low-cost crowdsourcing technology has good applicability to the planning and management of small towns.
