摘　　要：农业农村问题一直是经济社会发展的关键问题。当前,中国正处于农业转型期,引导农业转型、优化产业结构、带动农民就业促进乡村一二三产业融合,破除城乡分割的二元体制,发展休闲农业与乡村旅游有效引导和推动更多资源要素向乡村地区流动是实现乡村振兴的重要途径。该研究以农民为主体、以农业为资源、以促进农村发展为目标,在分析休闲农业与乡村旅游对实现乡村振兴的作用基础上,分析黑龙江省休闲农业与乡村旅游发展存在旅游产品同质化的严重问题、从业人员素质低设施不完备、重视经济利益忽视协调发展的问题。提出激活创新要素突出地方特色、提升从业人员素质完善基础设施建设、明确发展目标注重协调发展的建议。The issue of agriculture and rural areas has always been a key issue in our economic and social development.At present,China is in the period of agricultural transformation,guiding agricultural transformation,optimizing industrial structure,stimulating peasant employment,promoting the integration of primary,secondary and tertiary industries in rural areas,breaking the dual system of urban and rural division,developing leisure agriculture and rural tourism to effectively guide and promote the flow of more resource elements to rural areas is an important way to achieve rural revitalization..The research took farmers as the main body,agriculture as the resource and the promotion of rural development as the goal,based on the analysis of the effects of leisure agriculture and rural tourism on rural revitalization.This study analyzed the problems existing in the development of leisure agriculture and rural tourism in Heilongjiang Province,such as serious homogenization of tourism products,low quality of employees,incomplete facilities,attention to economic interests and neglect of coordinated development.It was proposed to activate the innovative elements to highlight local characteristics,improve the quality of employees,improve infrastructure construction,and clarify development goals to focus on coordinated development.
