西南边疆扶贫开发成效测度及影响因素分析——以云南省为例

摘　　要：[目的]探究扶贫开发成效对于国家进一步精确制定脱贫政策具有的借鉴意义。[方法]运用DEA数据包络分析方法测度扶贫开发成效,并探讨扶贫开发成效的影响因素,最后以云南省为例进行实证研究。[结果](1)云南省扶贫开发成效存在明显的区域差异;(2)各州(市)与经济中心距离与扶贫开发效率成正比,距离越远,扶贫开发效率越好,各州(市)经济密度、扶贫资金与扶贫开发效率具有负相关系,经济密度高、扶贫资金投入多的地区,扶贫开发效率越低,这与扶贫开发效率区域差异特征相吻合。[结论]在实践方面,为制定区域扶贫开发相关政策提供有益启示,即区域扶贫开发需要各级党委政府高度重视,科学决策,以及实时把握客观规律,遵循规律的引导性。The purpose of this paper is to explore the significance of the effectiveness of poverty alleviation and development for the country to further formulate the anti-poverty policy.This paper mainly used the DEA packet network analysis method to measure the effectiveness of poverty alleviation and development,explored the influencing factors of poverty alleviation and development effectiveness,and finally took Yunnan province as an example to carry out empirical research.The results showed that there were obvious regional differences in the effectiveness of poverty alleviation and development in Yunnan province.The distance between the states(cities)and the economic center was proportional to the efficiency of poverty alleviation and development,the further away,the better the efficiency of poverty alleviation and development.The negative relationship between the economic density of the states(cities),the funds for poverty alleviation and poverty alleviation,the high economic density,in areas where poverty alleviation funds were invested,the lower the efficiency of poverty alleviation and development,which was consistent with the regional differences in poverty-relief development efficiency.The above-mentioned findings provide useful enlightenment in practice for the formulation of regional policies on poverty alleviation and development,that is,regional poverty alleviation and development requires the Party committees and governments at all levels to attach great importance to scientific decision-making,as well as grasping objective laws in real time,and following the guiding nature of laws.
