新疆旅游业能否成为战略性支柱产业？

摘　　要：推进旅游业成为战略性支柱产业是新疆实施旅游兴疆战略的重要抓手。文章从旅游贡献率、产业关联、社会就业效应、需求收入弹性四个维度,构建战略性支柱产业综合评价指标体系,研判新疆旅游业的产业地位。研究表明:新疆旅游业贡献率整体呈稳步上升趋势,2018年新疆旅游业贡献率为8.70%,达到战略性支柱产业贡献率基准;旅游业产业关联高于新疆产业关联平均水平;新疆旅游业综合就业系数为0.044,对就业的带动效应尚不显著;旅游业需求收入弹性均值为2.24,市场扩张能力强。新疆旅游业产业地位凸显,基本迈向战略性支柱产业;今后应努力推进新疆旅游业发挥战略性产业的先发优势和支柱产业的经济效应。To upgrade tourism to be strategic pillar industry is an important starting point for Xinjiang to implement the strategy of invigorating Xinjiang through tourism.In terms of tourism contribution rate,industrial linkage,social employment effect and demand income elasticity,this paper devised strategic pillar industry evaluation indicators to assess the tourism status in Xinjiang.The result showed that the contribution rate was increasing steadily,reaching 8.70%in 2018—a benchmark contribution rate.The tourism industry correlation was higher than the industrial average;the comprehensive employment coefficient reached 0.044,an insignificant effect on employment;the average elasticity of tourism demand income was 2.24,a strong market expansion ability.Tourism industry had a prominent position and was basically moving towards the status of a strategic pillar industry.In the future,efforts should be made to promote Xinjiang's tourism industry as the first-mover advantage of strategic industries and the economic effects of pillar industries.
