浙江省外贸增长方式转型绩效分析——基于低碳经济视角

摘　　要：改革开放40多年来,浙江经济得到了迅猛发展,其中外贸的贡献尤为明显。而近年来,低碳经济日益成为全球的发展趋势,从而使浙江外贸发展面临着巨大压力。因此,在经济发展现实需求与国家政策方针支持指引下,浙江省的对外贸易增长方式必须逐步从粗放型高碳化向低碳内生绿色型转变。文章从浙江省2006年—2018年外贸增长概况、外贸结构优化与出口结构优化对碳排放影响的分析来评价外贸增长方式的转型效果。研究结果表明,浙江省资本技术密集型产品的出口与碳排放关系为完全脱钩,高新技术密集型产品是浙江省外贸增长方式转变的主推力量。浙江省外贸增长方式处于良性上升发展通道,呈现阶段性低碳化倾向。但是,外贸出口结构有待于进一步优化。此外,浙江省应努力开展低碳技术的国际合作,强化政府的政策指引,促进对外贸易的可持续增长。Since the reform and opening up,the economy of Zhejiang province has developed by leaps and bounds,with foreign trade having made the greatest contributions.In recent years,while low-carbon economy has become a trend of global development,the foreign trade development of Zhejiang province is under great pressure.Under the guidance of the actual demand of economic development and the support of national policies and guidelines,the growth of foreign trade in Zhejiang province must be gradually transformed from an extensively high carbon mode to a low-carbon endogenous green one.This paper evaluates the transformation effect of foreign trade growth mode from the regression analysis of the scale and speed of foreign trade growth,the optimization of foreign trade structure and the impact of export structure optimization on carbon emission in Zhejiang province from 2006 to 2018.The conclusion shows that the relationship between the export of capital&technology-intensive products and carbon emission in Zhejiang province is completely decoupled,high-tech and technology-intensive products being the main driving force of the transformation of the growth mode of foreign trade in Zhejiang province.The foregoing growth mode is in a benign upward development channel,showing a tendency of periodic low carbonization.Zhejiang province should strive to carry out international cooperation on low-carbon technologies,strengthen the government’s policy guidance,and promote the sustainable growth in foreign trade.
