摘　　要：基于对国内与国际社会反恐行动的考察与分析,可以初步归纳出几点基本论断。从性质上看,应当将反恐视为人权的一个部分,而非外在于人权的法律或政治机制。反恐措施与其他人权措施之间存在着冲突,这是由资源的稀缺性决定的,需要国际社会和各国认真面对。反恐措施需要与时俱进,必须充分利用现代科学技术手段。人类命运共同体的理念有助于思考反恐体系的发展方向与基本原则。We shall draw some initial conclusions through investigating and analysis of the counter-terrorism operations carried out both at home and abroad.By nature,the counter-terrorism shall be recognized as an integral part of human rights rather than a legal or political mechanism irrelevant to human rights.The serious conflict between the counter-terrorism measures and other human rights protection measures results from the scarcity of resources,to which different countries and international community shall pay serious attention.The counter-terrorism measures shall both advance with the times and fully leverage modem technological means.The development idea of a community with a shared future for mankind helps us identify the development direction and fundamental principles of the counter-terrorism system.
