摘　　要：近年,中共中央、国务院提出构建自然资源资产产权制度、生态文明建设体制改革等,对水权制度建设与发展提出了更多要求。选取美国、加拿大、英国、澳大利亚、墨西哥、智利六个典型国家,从水资源的所有权、使用权、交易流转三方面对水权制度进行了全面梳理与比较分析,总结了其对我国水权制度建设的启示并提出建议。In recent years,the CPC Central Committee and the State Council have put forward the development of property right system of natural resources and the institutional reform for ecological civilizationdevelopment,which raised more requirements for the development of water rights system.This paper selects six typical countries(United States,Canada,United Kingdom,Australia,Mexico and Chile)as cases,to make comparison and analysis on the water rights from three aspects,e.g.water resources ownership,water use rights,and the transaction.Finally,the inspiration and suggestions are put forward for the development of Chinese water rights system.
