摘　　要："清廉中国"国家战略的提出有重大的现实意义,将成为中国反腐倡廉的一面旗帜,有助于实现中华民族伟大复兴中国梦的宏伟目标。"清廉中国"国家战略在构成上可分为清廉政党、清廉政府、廉洁文化、廉洁社会等;从内容上主要体现为"干部清正、政府清廉、政治清明"等;在运行上包括价值取向、目标追求、战略布局、重大举措、基本保障等。其主要特征表现为坚持中国共产党的领导、反腐为民、全民参与等。反腐败斗争压倒性胜利态势的形成、反腐倡廉理论的开拓创新、部分省市的积极实践为"清廉中国"国家战略的确立与实施创造了条件。"清廉中国"国家战略的实施仍面临着反腐败工作中的难题、西方敌对势力的破坏和腐败痼疾难以根除等挑战,进一步强化教育、监督、惩处、保障方面的建设是"清廉中国"国家战略实施的必然选项。The proposal of the state strategy of "Integrity China" is of significant practical importance,which,benefiting the grand goal of resurrection of China,is sure to become a landmark event for anti-corruption efforts in China,The strategy is structurally composed of integrity Party,integrity government,integrity culture,integrity society;from its contents,honest and upright cadres,clean government,and clean and just politics;from its operation,value orientation,goal pursuit,strategic layout,major initiatives,and basic guarantee.Its major features are found in the adherence of Party leadership,anti-corruption for the people,and participation of the masses.The overwhelming victory in anti-corruption struggle,theoretical innovation,and the practice of some provinces and cities paved the way for the establishment and implementation of "Integrity China".The implementation of the strategy is still faced with problems in anti-corruption efforts,the destruction of western hostile forces,and the chronic difficulty in uprooting corruption.Further enhancement of education,supervision,punishment and safeguard is indispensable for the implementation of the strategy.
