“一带一路”背景下中国与中东欧地方合作——一种多层级合作机制探析

摘　　要："一带一路"背景下,对地方合作的进一步推动,是中国与中东欧合作、中欧"多层级"合作开展的重要基础和方向。从长远来看,地方层面的合作会产生"外溢效应",有助于推动高层国家双边和多边的政治互信、外交合作。中国与中东欧之间的合作将是"自上而下"与"自下而上"相结合的"多层级"合作模式。中国与中东欧地方合作呈现出多样性,体量较大和较发达的国家与城市目前呈现出较大的地方合作需求。目前,中国和中东欧国家地方合作形式有"(首都)市长论坛"、"中欧班列"、各行业协调机制、"‘一带一路’地方合作委员会"等多个平台,且取得一定成效,但也面临各种问题,需要进一步整合与提升。鉴于对象、层级、内容、形式、背景等各方面一定程度的一致性和重合性,中国与欧盟地区政策合作的现有机制和成果(比如"国际城镇项目"),可以同中国与中东欧地方合作机制整合起来。"一带一路"的开展,在顺应和推动全球化、借力"地区化"和"分权化"力量的同时,也要注意到那些"逆全球化"和"反全球化"的"地方化"("本土化")力量,认真对待和尊重各国以及地方各主体的多样性、差异性和敏感性,因地制宜,从长计议,实现共赢。In the context of the"Belt and Road"Initiative(BRI),the regional and local cooperation plays a more and more important role in the Sino-Europe cooperation process.There is a kind of diversity in the regional and local cooperation between China and Central and Eastern Europe.The bigger cities have the bigger demands of the cooperation.By far,there is a preliminary mechanism for the regional and local cooperation between China and Central and Eastern European Countries(CEEC),which includes"China-CEEC Mayors Forum","China-Europe Freight Trains"and"International Friendship Cities",etc.Since the year of 2006,the cooperation between the Chinese regional policy and EU’s regional policy has been promoted.The International Urban Cooperation(IUC-Asia)could be thus included in the framework of the China-CEEC regional and local cooperation.The BRI should respect the diversity of the local societies to pursue a Win-Win common development.
