医养结合养老服务模式的发展困境及破解路径

摘　　要：我国正处于老龄化社会初级阶段,传统家庭的养老功能正在弱化,已经不能适应当前经济社会发展的需要。从人口老龄化发展形势、老年人健康护理状况和传统养老观念发生变化三个方面来看,推进医养结合养老服务模式极有必要。但目前,我国医养结合养老服务的发展面临诸多困境,如制度不健全、责任部门职责模糊不清、支付保障机制不完善、专业人才相对较少等。因此,应从转变政府角色、吸引民间资本,加强部门协同、促进资源整合,创新支付方式、建立长护保险,重视人才培养、加强人才管理等方面入手解决上述问题,为医养结合养老服务模式的健康快速发展提供切实可行的解决方案。China is at the primary stage of an aging society,and the traditional family pension model is weakening in its function,which has gradually been unable to meet the needs of the current economic and social development.According to the current situation of the aging population,the health care status of the elderly and the changes in the traditional old age concept,it is necessary to promote the combination of medical and nursing services.At present,the development of China’s integrated medical care and elderly care service model faces many difficulties,such as imperfect related systems,ambiguous definitions of responsibilities of responsible departments,inadequate payment guarantee mechanisms,and relatively few professionals in integrated medical care services.Therefore,to address the above issues,we should change the role of government and attract private capital,strengthen departmental coordination and promote resource integration,innovate payment methods and establish long-term insurance,pay attention to talent training and strengthen talent management,to provide practical solutions for the healthy development of the service model of the integration of health care and elderly care.
