互利与共生:甘肃三线建设工农关系的构建

摘　　要：20世纪60代中期,随着三线建设运动的大规模展开,东部沿海地区的工业大规模迁入甘肃地区,形成了计划经济时期一次特殊的工业迁徙。它们的到来不仅在资金、农资化肥等物质上直接支援了当地农村,而且促进了当地基础设施建设以及医疗卫生等方面的发展,并在文化观念上给闭塞的山区带来了新生气息。与此同时,当地也对三线建设给予了大力支持,在劳动力、地方建材供应、蔬菜副食品供应、厂区基建等方面支持三线厂,并在日常生活中提供力所能及的帮助。工农互惠良性关系的形成,为甘肃省三线建设和社会发展提供了有力的保障。In the mid-sixties,with the large-scale development of thethree-line constructionmovement,the industrial areas in the eastern coastal areas moved into Gansu Province ona large scale,forming a special industrial migration during the planned economy period.Their arrival not only directly supported the local rural areas in terms of funds,agricultural materials and fertilizers,but also promoted the development of local infrastructure and health care,and brought new breath to the secluded mountainous areas in terms of cultural concepts.At the same time,the local government also gave strong support to the third-line construction,supporting the third-line factory in labor,local building materials supply,vegetable and grocery supply,plant infrastructure,etc.,and providing assistance within the daily life.The formation of a benign relationship betweenworkers and farmers provides a strong guarantee for the third line constructionand social development in Gansu Province.
