摘  要:《改革政府:企业家精神如何改革着公共部门》一书提出的十项主张是新公共管理理论的代表性观点,也是我国在政府管理与改革实践中借鉴和学习新公共管理理论的重要依据,比如绩效管理在我国的公务员考核中被广泛应用。由于中西方文化差异以及公、私部门的组织文化差异,在对新公共管理理论的接受、解读、借鉴与运用中不可避免地会产生一定的偏差,比如误读、误用、遗漏等。结合中国基层公务员考核管理实践,对该书的主张进行重新解读与评价,并运用组织文化理论分析我国对新公共管理理论的接受偏差及其成因,有助于解释我国在借鉴该理论过程中所遇到的现实问题,也有助于改进相关管理,更好地发挥理论之于实践的指导作用。This paper reinterprets and explains the proposition of American scholars Osborne and Gabler on how the entrepreneurship spirit transforming the public sector through a close reading of the text. The ten propositions which were put forward in this book are the representative viewpoints of the new public management theory and the important basis for our government’s reform to draw lessons from and learn from it. However,due to the cultural nature of theorists themselves and the inherent cultural characteristics of China itself,that is,the acceptance of soil,the acceptance,interpretation,reference and application of this theory inevitably lead to certain deviations,namely misreading. For example,performance appraisal management is widely used in the management of civil servants in China. Analyzing the acceptance cause and deviation of the new public management theory and its concepts in our country is of great value to explain the problems that our country encounters in the reality by using the theory for reference,and is also the key point to better understand and improve the relevant management.
