摘　　要：农村金融体系构建与发展是我国乡村振兴战略顺利实施的基本保障。基于农业政策性银行主导地位的保定市农村金融体系建设中存在的问题,运用SWOT分析法对该地区农村金融体系建设的外部环境(机会与挑战)和内部环境(优势与劣势)进行了深入分析,提出增加保定市农村金融机构网点数量,加大信贷资金投放力度,加强金融服务有效供给,改善保定市农村金融环境,完善信用体系建设,有效防控金融风险,完善保定市农村金融体系建设,增加金融服务品种的对策建议。旨为保定市农村金融体系建设提供参考。The construction and development of rural financial system is the basic guarantee for the smooth implementation of China’s rural revitalization strategy. Based on the problems of rural financial system construction in Baoding,which is dominated by agricultural policy banks,we analyzed deeply the external environment(opportunities and challenges) and internal conditions(advantages and disadvantages) of rural financial system construction by SWOT analytical method,and put forward the countermeasures and suggestions such as increasing the number of rural financial institutions,increasing the branches of rural financial institution,strengthening the credit capital investment intensity and effective supply of financial service, improving rural financial environment,perfecting the construction of credit systems,effectively controlling the financial risks,improving rural financial system construction,and increasing the financial services offerings,in order to provide reference for rural financial system construction in Baoding.
