摘　　要：河北省承德市始终坚持"京津冀生态屏障"战略,将水土保持作为调整农业产业结构、发展特色产业、提高农民收入的基础措施,坚持政府引导、科学治理、多方配合、依法行政,从根本上改变了农业生产条件,增强水源涵养功能,改善生态环境,特色产业形成规模效益,农民人居环境显著提高,发扬塞罕坝精神持之以恒的进行生态文明建设,实现生态文明和经济发展的有机统一。The Government of Chengde City in Hebei Province has always adhered to the strategy Beijing,Tianjin and Hebei Ecological Protection,and taken soil and water conservation as the basic measure to adjust the structure of agricultural industry,develop characteristic industries,and increase the income of farmers,adhering to the guidance of the government,scientific management,multi-side cooperation and administrating according to laws.Through these efforts,fundamentally changed the conditions of agricultural production,enhanced the function of water conservation,improved the ecological environment,and produced the scale benefit of characteristic industries.The living environment of farmers has been improved significantly.carrying forward the spirit of Saihanba,carrying out the establishment of ecological civilization in a persistent way,and realizing the organic unity of ecological civilization and economic development.
