摘　　要：北宋时期的熙宁变法在历史上产生了重要的影响,并由于思想理论的超前性而引起了许多学者的浓厚兴趣。从法的作用平衡点这个角度来思考熙宁变法失败的原因,可以为相关理论研究提供一种新的视角。在此基础上不难发现,王安石的悲剧是很难避免的。变法失败原因不是官员的个人品德问题,而主要是由于改革者的认知能力不足以及传统社会科学技术的不发达。同时,分析了“权力制约”和“政府垄断”等法律术语在历史场景中的意义,并做出了一种新的阐述与解释。The Xining Reform in the Northern Song Dynasty had an important influence on history,and attracted many scholars′interest because of the advance of its ideology and theory.To consider the reasons for the failure of the Xining Reform from the perspective of the balance point of the law′s function can provide a new perspective for the relevant theoretical research.On this basis,it is easy to see that Wang Anshi′s tragedy is hard to avoid.The failure of the reform was not due to the personal character of the officials,but mainly due to the lack of cognitive ability of the reformers and the underdevelopment of traditional social science and technology.Meanwhile,the paper analyzes the significance of legal terms such as"power restriction"and"government monopoly"in historical scenes and comes up with a new interpretation and explanation.
