分类行为视阈下垃圾处理PPP项目博弈关系分析

摘　　要：为了改善生态环境,应该对生活垃圾实行分类处理。在垃圾处理PPP项目中,对于垃圾分类制度的执行,政府的可选策略为积极执行或消极执行,社会资本的可选策略为积极配合或消极配合。通过对政府和社会资本在不同策略组合下的博弈关系进行分析,可以从下面三个方面激励政府和社会资本积极参与生活垃圾分类制度的实施:针对垃圾分类处理启动针对性的调价机制,将地方政府在垃圾分类政策执行中的表现纳入行政考核范围以及将社会资本对垃圾分类制度的执行情况纳入PPP项目持续合作的绩效考核指标体系。In order to improve the ecological environment,the domestic garbage should be classified and treated.In the PPP project,for the implementation of the garbage classification system,the government′s optional strategies are positive or negative,and the alternative strategies of social capital are positive or negative cooperation.Through the analysis of the game relationship between government and social capital under different combinations of strategies,the government and the social capital can be stimulated to actively participate in the implementation of the domestic garbage classification system from three aspects:start a targeted price adjustment mechanism for garbage classification,bring the performance of local government in the implementation of garbage classification policy into the scope of administrative examination and the implementation of social capital to garbage classification system into the performance appraisal system of continuous cooperation of PPP projects.
