《纺织染整工业水污染物排放标准》实施评估——以浙江省为例

摘　　要：为评估《纺织染整工业水污染物排放标准》(GB 4287-2012)在浙江的实施情况,通过收集2012年第三季度至2015年第二季度,共计12个季度的浙江重点纺织染整污染源监督性监测数据,研究分析了标准的实施效果、主要污染物指标的监测情况、达标情况以及造成不达标的原因。结果表明,标准实施后大幅度地提高了浙江纺织染整企业COD间接排放水平,均值浓度从实施前的440 mg/L降低至130 mg/L;pH,COD,BOD,TN,TP,色度,SS和氨氮8项常规指标及硫化物、苯胺类、六价铬3项特征污染指标均得到了良好的监管,但AOX和ClO2未能得到有效监管;由于间接排放要求的加严造成了标准达标率偏低,不到70%,且主要是受到间接排放标准中COD指标的影响。To assess the implementation of The Discharge Standards of Water Pollutants for Dyeing and Finishing of Textile Industry(GB 4287-2012)in Zhejiang,this paper collected the environmental monitoring data of key textile pollution sources in Zhejiang from third quarter of 2012 to second quarter of 2015.The analysis was focused on the effects of GB 4287-2012,the monitoring and the fact of being up to standard of the main pollutants,moreover,the reasons of non-compliance was also investigated.The results showed that the COD concentration of indirect discharge was greatly improved,which decreased from 440 mg/L to 130 mg/L after carrying out GB 4287-2012.At the same time,common indexes(pH,COD,BOD,TN,TP,color,SS and ammonia nitrogen)and characteristic indexes(sulfide,anilines and hexavalent chromium)had been well supervised and monitored,while absorbable organic halogen and chlorine dioxide failed to be effectively supervised.In addition,the compliance rate of GB 4287-2012 was low,less than 70%,owing to the strict requirements of indirect discharge,especially COD index,which was the key influencing factor.
