摘  要:由于增长乏力、供给低效和配套滞后,新消费对于产业结构转型升级的引导和推动作用难以有效发挥。为解决这一问题,我们可以在遵循"政府引导、企业主导和社会大众参与"这一发展路径的同时,充分发挥市场机制的作用以保持新消费影响产业结构转型升级的价格渠道畅通无阻,有效运用政府的财税政策以优化新消费背景下产业结构转型升级的政策支撑体系,并继续完善收入分配政策以启动新消费影响产业结构转型升级的自我强化机制。Due to weak growth, low efficiency of supply and the behind-schedule supporting policies, it is difficult for new consumption to play an effective role in guiding and promoting the transformation and upgrading of industrial structure. In order to solve this problem, we can follow the development path of "government guide, enterprises lead and the public participate", and at the same time, give full play to the role of market mechanism to keep the price channels open for the new consumption to affect the transformation and upgrading of industrial structure, effectively adopt the fiscal and tax policies to optimize the policy support system in the context of new consumption, and continue to improve the income distribution policy, in order to provide a selfstrengthening mechanism for the new consumption to affect the transformation and upgrading of industrial structure.
