摘  要:工程社会稳定风险的应对与化解是工程社会治理的重要内容,政府、企业、行业、公众组成的工程共同体的协同治理是化解工程社会稳定风险的重要途径。九峰垃圾焚烧发电项目就是一个典型案例,论文基于实地调研和文献研究的方法,从协同治理的主体、机制和理念三个方面探究了九峰项目创新性和独特性的协同治理模式,它形成了以公众为中心,以"群众路线"为依托的多元主体互动的协同治理方式,建构起了平等协商、民主决策、利益均衡的协同机制,并立足于利益相关者之间关系的调和,形成了共同担当责任与风险的治理理念。九峰项目是协同治理理论在我国具体工程活动中的创新实践,可以为其他工程的社会稳定风险治理提供参考。The response and resolution of engineering social stability risks is an important part of engineering social governance. The collaborative management of engineering communities composed of government, enterprises, trades and public is an important way to resolve the risks of engineering social stability. The JiuFeng Waste Incineration Power Generation Project is a typical case. Based on the methods of field research and literature research, this paper explores the innovative and unique collaborative governance model of JiuFeng Project from three aspects: the main body, mechanism and concept of collaborative governance. With the public as the center and the multi-subject interaction coordination method based on the "mass route", a synergistic mechanism for equal consultation, democratic decision-making and balance of interests is constructed, and based on the reconciliation of the relationship between stakeholders, the formation a governance philosophy that shares responsibility and risk. JiuFeng Project is an innovative practice of collaborative governance theory in China’s specific engineering activities, which can provide inspiration for social stability risk management of other projects.
