公共品私人供给对村庄凋敝治理的影响——一个被调节的中介模型

摘　　要：农村剩余劳动力的"钟摆式迁徙"导致村庄出现多维的凋敝景象,严重阻碍了村庄的持续发展。为村庄供给公共品作为乡村治理的一种重要方式,是改善村庄基础设施条件,缓解凋敝现象的有效途径。然而,我国村庄出现凋敝现象的范围较广、情况严重,仅由政府为其提供公共品,因财政有限,政府供给经常出现失灵现象而难以达到有效治理凋敝现象的目的。借助私人的力量为村庄提供公共品可有效弥补政府财力不足的缺陷,出于利他或利己的供给动机,私人供给者均可能为村庄提供公共品。基于此,从公共品供给行为、供给氛围两维度探索私人供给者为何以及如何为村庄提供公共品,并建议充分借助农民创业的力量为村庄提供公共品以实现对凋敝现象的有效治理。The"pendulum migration"of rural surplus labor led to the emergence of multi-dimensional depression in the village,which seriously hindered the sustainable development of the village.Supplying public goods to villages as an impor tant means of rural governance is an effective way to improve village infrastructure conditions and alleviate the phenomenon of depression.However,the extent of the depression phenomenon in our villages is wide and the situation is serious.Only the government provides the public goods,because of the limited finance,the government supply often fails.So it is difficult to achieve the purpose of effectively controlling the depression.Providing public goods to villages with the help of private power can effectively compensate for the shortcomings of the government’s financial resources.Private providers may provide public goods to villages for altruistic or self-interested supply motives.Based on this,we explored why private providers and how to provide public goods to villages from the perspectives of public goods supply behavior and supply atmosphere Finally,suggested that we should make full use of the power of farmers entrepreneurship to provide public goods for villages in order to achieve effective governance.
