乡村振兴战略实施现状的评价及路径优化——基于辽宁省调研数据

摘　　要：乡村振兴战略是统领现代化进程中农业农村发展的总规划,对乡村振兴战略实施现状进行合理评价,是有效解决乡村振兴战略发展中的突出问题、补齐现实短板、破解重大难题的基础性工作。本文将产业兴旺、生态宜居、乡风文明、治理有效、生活富裕作为二级指标,并选择15个三级指标和46个四级指标,构建出乡村振兴战略实施评价指标体系,运用2018年中国乡村振兴战略智库辽宁省106个村、1175户农户数据,分析乡村振兴战略实施现状及面临的挑战。现阶段,辽宁省乡村振兴战略实施成效达到目标值的57%,达成率最高和最低的方面分别是治理有效(84%)和乡风文明(38%)。根据目前辽宁省乡村振兴战略实施进程中存在的部分基础设施资源错配、村两委创新意识和环保意识有待提高、村民自治实践较少等问题,提出应因地制宜制定乡村振兴实施方案、加强村两委创新和环保培训、引导和鼓励村民参与自治实践等政策建议。The strategy of Rural Revitalization is the master plan of agricultural and rural development in the process of modernization.Reasonable evaluations of the current situation of the implementation of the strategy of Rural Revitalization are the basic guarantee to effectively solve the prominent problems in the development of the strategy,make up the shortcomings in reality and solve the major problems.This paper regards industrial prosperity,ecological livability,rural civilization,effective governance and prosperity as secondary indicators,selects fifteen level-three indicators and 46 level-four indicators to construct an evaluation index system for the implementation of Rural Revitalization strategy and analyzes the current situation and challengesusing the data of 106 villages and 1175 households in Liaoning Province,a strategic think tank for Rural Revitalization in 2018.At present,the implementation effect of Rural Revitalization in Liaoning Province has reached 58%of the target value,with the highest and lowest achievement rates being effective governance(84%)and rural civilization(38%).According to the present situation of Liaoning province rural revitalization strategy implementation process of the misallocation of infrastructure resources,the innovative consciousness and environmental awareness of the village two committees thatneeds to be improved,and the less villager autonomy practice,this paper puts forward that measures should adjust to local conditions to develop rural revitalization of the implementation plan,strengthen the village two committees for training on innovation and environmental protection,and encourage villagers to participate in self-government practice.
