关于中国长期能源战略制定的几点思考

摘　　要：中国能源转型升级与高质量发展的重点和难点长期内仍是稳定供应、清洁低碳和经济便捷。其中,保障稳定供应是对中国能源行业的长期基本要求,清洁低碳是中国能源行业高质量发展的战略任务,经济便捷是对中国能源发展的现实要求。需构建四大体系协同应对上述三大问题,一是构建全球领先的能源科技体系,以创新驱动能源行业高质量发展;二是完善具有前瞻性、综合性和战略性的能源财税政策体系,以政府有形之手加快推进能源转型发展;三是形成发挥市场决定性作用的现代能源市场体系,以市场的无形之手实现能源的安全性、经济性和可持续性三者间的平衡;四是打造国内外资源充分利用的安全供应体系,依托两种资源、两个市场,保障能源安全。The focus and difficulty of China’s energy transformation & upgrading and high-quality development will remain stable supply, clean and low-carbon, and economic convenience in the long run. Among them, ensuring stable supply is a long-term basic requirement for China’s energy industry, clean and low-carbon is a strategic task for the high-quality development of China’s energy industry, and economic convenience is a realistic requirement for China’s energy development. Four systems, therefore, should be built to cope with the three problems mentioned above, the first is to build a global leading energy science and technology system to drive high-quality development of the energy industry through innovation. The second is to improve the forward-looking, comprehensive and strategic energy fiscal and tax policy system to accelerate the transformation and development of energy by the tangible hand of the government. The third is to form a modern energy market system in which the market can play a decisive role and realize the balance among the security, economy and sustainability of energy with the invisible hand of the market. The last is to build a secure supply system in which domestic and foreign resources are fully utilized, and ensure energy security by relying on two types of resources and two markets.
