“十三五”油气开发中央企业与地方政府合作创新模式实践与思考

摘　　要：在经济转型升级、国际能源形势变化、油气体制改革的背景下,新疆、川渝、鄂尔多斯盆地3个地区的央企与地方合作改革试点工作快速推进,形成了3种各具特色的模式,即央企与地方共建型的鄂尔多斯盆地模式,央企主导型的新疆地区模式,市场主导型的川渝地区模式。各试点地区逐步形成了一些较为切合实际的合作思路和做法,即市场在资源配置中起决定作用,政府在资源合作开发中发挥重要推动作用,油气资源合作开发始终坚持共享与和谐发展理念。油气开发央企与地方合作也面临一些问题,例如能源利益争夺激烈,开发合作各有所求;框架协议不够健全,操作执行缺乏规范;政策连续性不强,务实合作举步维艰;公司治理透明度不够,行政管理氛围浓厚;混合所有制改革力度不强,合作开放市场化程度有限。建议:以框架协议为保障,推进务实合作;以模式创新为基础,扩大合作内容;以科技创新为驱动,提升合作效益;以管理升级为手段,规范公司治理。Under the transformation and upgrade of economics, the change of global energy situation, and the structural reform of oil and gas system, the pilot reform in Xinjiang, Sichuan-Chongqing and Ordos Basin has made rapid progress and formed three distinctive patterns, namely the Ordos Basin model developed cooperatively by the central enterprise and the local, the Xinjiang model led by the central enterprise, and the Sichuan-Chongqing model driven by the market. Each pilot region has gradually formed its practical cooperation insights and working patterns, which highlight the market plays a decisive role in the allocation of resources, the government plays an important role in promoting the cooperative development of resources, and the cooperative development of oil and gas resources always adheres to the concept of sharing and harmonious development. However, the cooperative resource exploitation between the enterprise and the local is facing such issues and challenges as the intense contention of energy interests, the different targets pursued in the cooperative exploitation, insufficient soundness of the framework agreement, the lack of standard in operations and executions, the low continuity of policies, the slow speed of the practical cooperation, the inadequate transparency of the corporation governance, the pervasiveness of administrative managements, the weak intensity of the reform on the mixed-ownership economy, and the limited marketization toward cooperation and openness. Some strategies and measures including promoting of the practical cooperation with the support provided by the framework agreement, expanding the scope of cooperation based on model innovation, increasing the cooperation efficiency by the driving force of technology innovation, and formulating the corporation governance via the upgrading of management system should be taken to solve those practical issue.
