摘 要:目的比较辽吉两地传染病监测结果的风险信息的有效利用程度,明确信息有效利用的内涵及意义,尝试量化表达信息有效利用的程度并验证其可行性。方法从政府、卫计委、疾控等机构的官方网站以及中国知网、web of science等公开信息渠道系统收集利用监测系统发布的涉及传染病风险的公开信息和文献,统计两地利用传染病监测信息系统发布的传染病健康风险识别、预警、干预、干预效果评估的信息资料,运用量化趋势分析法比较辽吉两地的突发传染病领域内的信息的有效利用程度,运用Spearman相关分析信息的有效利用程度与突发领域防制效果之间的关系。结果吉林省传染病监测信息有效利用的程度是由2008年的0.00%上升至2017年的1.60%,而辽宁省的传染病监测信息有效利用的程度从2008年的1.70%波动下降至2017年的1.5%,吉林省的信息有效利用的程度与突发传染病领域防制效果呈正相关,而辽宁省则无相关性。结论为完善突发卫生领域的应急保障体系,政府相关部门应实时分析与充分利用各类突发应急信息、提升健康信息的可识别性,以便进行科学决策。辽吉两地卫生应急领域的信息系统有效利用信息的程度仍需进一步提高,研究结果表明,对两省的传染病应急体系信息有效利用程度的量化分析是可行的。Objective To compare the degree of effective use of risk information in the monitoring results of infectious diseases in Provinces of Liaoning and Jilin, to clarify the connotation and significance of effective use of information, to try to quantify the extent of effective use of information and to verify its feasibility. Methods Public information and literature on the risk of infectious diseases published by the monitoring system was collected from the official websites of the government, the Health Planning Commission, Center for Disease Control and Prevention, and the public information channels such as China National Knowledge Infrastructure and Web of Science. We made statistical analysis of the information on the health risk identification, early warning, intervention and intervention evaluation of infectious diseases issued by the disease surveillance information system, using quantitative trend analysis method to compare the effective utilization of information in the field of emergency infectious diseases between Liaoning and Jilin, and using Spearman correlation to analyze the relationship between the effective use of information and the effectiveness of prevention in the field. Results The effective use of infectious disease surveillance information in Jilin Province increased from 0.00% in 2008 to 1.60% in 2017, while that in Liaoning Province decreased from 1.70% in 2008 to 1.5% in 2017. The degree of effective use of information in Jilin Province was positively correlated with the preventive effect in the field of emergency infectious diseases, while there was no correlation between the two in Liaoning Province. Conclusions In order to improve the emergency support system in the field of emergency health, relevant government departments should analyze and make full use of all kinds of emergency information in real time, and improve the identifiability of health information for scientific decision-making;The effective use of information in emergency systems of public health in Provinces of Liaoning
