摘　　要：区块链信息服务监管对象是区块链信息服务备案监管的基础和前提。《区块链信息服务管理规定》第二条规定了区块链信息服务的监管对象即区块链信息服务提供者的内涵。区块链信息服务监管范围较广,包括基于区块链技术的所有信息服务活动,这有利于控制网络风险。区块链技术的含义缺乏准确界定,应出台技术标准并赋予法律效力。区块链信息服务的提供者既包括“主体”也包括“节点”,为区块链信息服务提供技术支持的“组织”和“机构”也是重要监管对象。Regulatory object of block chain information service is the basis and prerequisite of block chain information service filing supervision.Article II of Administrative Regulations of Block Chain Information Service stipulates the content of block chain information service providers as regulatory objects of block chain information service.Regulatory scope of block chain information service is rather broad,including all information service activities related to block chain technology.As block chain technology is not clearly defined,technical standard should be formulated and endowed with legal force.Block chain information service providers not only cover“principal part”,but also“nodes”.“Organization”and“Institute”,which provide technical support for block chain information service,are also important regulatory objects of block chain information service.
