数字治理视角下县级政府治理现代化的评估体系研究

摘　　要：县级政府治理现代化是国家治理体系与治理能力现代化中非常重要的单元,具有承上启下的关键地位。县级政府治理现代化评估是提升县级政府治理现代化水平的抓手和密钥。数字治理视角的引入能够提升评估工作的科学性和准确性,重塑评估流程,提高评估效率。本研究在数字治理视角下对县级政府治理现代化评估的价值理念、逻辑框架、评估主体、指标维度进行了阐释和分析,初步构建起新时代数字治理环境下的县级政府治理现代化的评估体系,以期能够推进县级政府治理现代化的进程。The modernization of county-level government governance is a very important unit in the modernization of national governance system and governance capacity,which plays a key role in connecting the preceding with the following.Evaluating the governance modernization of county-level government is the key to improving its level.The introduction of digital governance can improve the scientificity and accuracy of evaluation,reshape evaluation process,and improve evaluation efficiency.This research explains and analyzes the value concept,logic framework,evaluation subject and evaluation index dimensions,and preliminarily builds up a digital governance evaluation system in the new era,in order to promote the modernization of government at county level.
