摘　　要：要实现乡村振兴的宏伟目标,就必须要改善乡村治理体制,构建自治、法治、德治相结合的新乡村治理体系,实现有效治理。"三治合一"的新乡村治理体系是对马克思主义国家自主性和政党领导方式理论的继承和发展,是对中国传统乡村治理体系的借鉴和反思,是对当下乡村治理体系的升级和超越,是对乡村经济社会发展和变革的回应。在新乡村治理体系中,自治是核心,法治是保障,德治是基础。要坚持党在乡村治理体系中的领导地位,进一步完善村民自治制度,将乡村治理纳入法治化轨道,发挥德治在乡村治理体系中的支撑作用,努力实现自治、法治、德治的互动和融合。To achieve the grand goal of rural rejuvenation,it is necessary to improve rural governance,build a new rural governance system combining autonomy,rule of law,and rule of virtue,and achieve effective governance.The new rural governance system of"three governances in one"is an inheritance and development of Marxist theory in national autonomy and party leadership,a reference and reflection on traditional rural governance system in China,and an upgrade and surpass of current rural governance system.It is a response to the economic and social development and change in the countryside.In the new rural governance system,autonomy is the core,the rule of law is the guarantee,and the rule of virtue is the foundation.It is necessary to uphold the party’s leadership position in rural governance system,further improve the villager’s autonomy system,incorporate rural governance into the track of rule of law,give play to the supporting role of rule of virtue in rural governance system,and strive to achieve the interaction and integration of autonomy,rule of law,and rule of virtue.
