摘　　要：世界级竞争力集群是一种提升全球竞争力的新型网络组织。本文提出欧盟培育世界级竞争力集群的"钻石"模型,以四大核心要素和两个辅助工具为支撑点,彼此协调互补、互利共生。然后,基于2000-2019年欧盟模式实践的政策及工具,本文揭示出欧盟通过创建集群组织、织造集群网络、创造框架条件和奉行卓越文化等举措形成培育世界级竞争力集群的"钻石"模型。最后,结合欧盟模式的经验,得出对我国当前培育世界级竞争力集群的几点启示。The world-class competitiveness cluster is a new network organization to enhance global competitiveness. This paper puts forword a "diamond" model of cultivating world-class competitiveness clusters in the EU. The "diamond" model is built by four key elements and two auxiliary tools, which are mutually mutualistic and beneficial. Then,according to the policies and tools of the EU cluster model from 2000 to 2019, this paper expounds the method of building a "diamond" model of cultivating world-class competitive clusters by creating cluster organization, weaving cluster network, creating framework conditions and pursuing excellence. Finally, based on the experience of the EU cluster model, some insights are obtained for the cultivation of world-class competitiveness clusters in China.
