摘 要:近年来,国内在河流规划中对规划决策机制的研究较为贫乏,在平衡多种利益诉求冲突、实现效益最大化方面仍存在不足,尚未形成标准化和程序化的决策机制。以瑞士罗纳-瑟尔(Rhone-Thur)河道振兴方案为例,从河流规划决策的主体组成部分及其相互关系、决策过程中的程序与决策支持方式两个方面阐述了瑞士河流规划决策的经验方法,对国内相关机制提出了完善河流规划决策主体的组织协调、慎重考虑决策程序的完整性和复杂性、积极开发多种科学预测方法三个层面的建议。In recent years,the domestic research on planning decision-making mechanisms in river planning is relatively poor,still having inadequacies in balancing multiple conflicts in order to achieve maximum benefits.A standardized and programmatic decision-making mechanism has not yet been formed.Taking the Rhone-Thur river revitalization program in Switzerland as an example,the study expounded the Swiss river planning decision experience from the main components of river planning decision and their relationships as well as the procedures and decision support methods in the decision process.Suggestions for research proposes in China were proposed,including 3 aspects:improving the organization and coordination of decision-making bodies in river planning,carefully considering the completeness and complexity of decision-making procedures,and actively developing multiple scientific prediction methods.
