摘　　要：对美国和上海的现行排污许可证制度中排放标准体系制定管理进行研究,包括对应分析体系制定、标准化制定程序和与WTO/TBT衔接等相关内容。结合两国排污许可证实施的实际情况,讨论美国排污许可证制度对我国和我国上海市的借鉴意义。This paper studies the development and management of the emission standard system in the current emission permit system in the United States and Shanghai, including the formulation of the corresponding analysis system, the standardization formulation procedure and the linkage with WTO/TBT. Based on the practical situation of the implementation of pollutant discharge permit in the two countries, the significance of the us pollutant discharge permit system to China and Shanghai is discussed.
