体育公共服务财政支出区域差距及优化研究

摘　　要：由2008-2016年我国三大区域体育公共服务财政支出数据发现:从支出总量上看,除2015年外,其余表现为东部地区>中部地区>西部地区;从人均支出看,除2008年外,其余表现为东部地区>西部地区>中部地区;从支出力度看,东部地区支持力度最高,西部地区于2008—2010年支持力度最低,但从2011年起其支持力度超过了中部地区。从区域差距的分解来看,基于人口分布的总体泰尔指数仍处于较高水平,体育公共服务财政支出的区域差异主要来自区域间差异。建议:规范中央和地方体育公共服务事权和财权;推进体育公共服务财政转移支付制度公平性建设;体育公共服务财政资金应精准扶持、合理有度;大力发展体育产业,不断拓宽地方体育公共服务经费来源;优化地方政府增加体育公共服务财政投入的激励机制。According to the fiscal expenditure data of public sports service in the three major regions of China from 2008 to 2016,the total expenditure in ascending order goes as follows:western region,middle region,eastern region except in 2015,the per capita expenditure in ascending order goes as follows:middle region,western region,eastern region except in 2008;in terms of the expenditure intensity,the support of the eastern region ranked highest and the support of the western region was lower than eastern and middle regions from 2008 to 2010,but the support of the western region has surpassed the middle region since 2011.According to the decomposition of regional disparities,the theil index based on population distribution was still at a high level,and the disparities in expenditures on public sports service mainly came from regional variation.Suggestions:the administrative and financial powers of the central and local public sports service should be standardized and promoting fairness of the fiscal transfer payment system of public sports service,funding for public sports service needs to be supported in a reasonable range;vigorously developing the sports industry and constantly expanding sources of funding for local public sports service;optimizing the investment and incentive mechanisms for local governments to increase financial input towards public sports service.
