摘　　要：公共安全视频图像信息系统也被称为"天网",伴随着各种技术的不断进步和成熟,其在社会治安、交通、教育、银行等领域作用也愈发重要。但我国的"天网"系统发展还没有那么完善,很容易被不法者所利用成为侵害公民权利的利器,对此我国并没有全国性的立法,只有几个省份制定了地方性规定,如果有侵权行为也并没有相应的救济途径。本文就大连市公共安全视频图像信息系统的运行现状进行分析,发现其在运行过程中存在的法律问题。Public security video image information system is also known as "skynet". With the continuous progress and maturity of various technologies, it plays an increasingly important role in social security, transportation, education, banking and other fields. However, the development of "skynet" system in China is not so perfect, and it is easy to be used by the lawbreaker as a weapon to infringe civil rights. There is no national legislation in China, only a few provinces have enacted local regulations, and there is no corresponding remedy for the infringement. This paper analyzes the operation status of dalian public security video image information system and finds out the legal problems in the operation process.
