摘　　要：为了对铁路建设项目全过程的环水保工作进行系统性评价,构建科学、合理、实用的铁路建设项目环水保工作评价标准指标体系,实现对铁路建设项目建设单位在工程设计、施工、验收等不同阶段的灵活评价。通过收集相关项目工程基础资料,梳理铁路建设项目重要的环境影响因子及水土保持措施,通过层次分析法、专家咨询法确定完成评价体系内指标的筛选,采用综合评价指数法确定指标的权重,进而构建评价模型并确定评价方法。In order to conduct systematic evaluation on the whole process of the environmental protection and water conservation of railway construction projects,a scientific,reasonable and practical evaluation standard index system of environmental protection and water conservation of railway construction projects is established,realizing the flexible evaluation of railway construction units in different stages of engineering design,construction,acceptance,etc.Through collecting the basic engineering data of relevant projects,the paper introduces the significant environmental impact factors and water and soil conservation measures of railway construction projects.Selecting the indicators in the evaluation system by analytic hierarchy process and expert consultation,the paper identifies the weight of indicators by the comprehensive evaluation index method,then establishes the evaluation model and determines the evaluation method.
