摘　　要：国家创新力是一个国家创新系统对外表现出来的科学创造、技术开发、产业发展和条件支撑的合力。从多维创新指数的视角借鉴物理学力分解的思想,面向国家创新活动效果,构建了国家创新力多维测度框架。横向上面向创新链,将国家创新力分为国家科学创造力、国家技术开发力、国家产业发展力,并从创新环境支撑角度构建了国家条件支撑力,四个分力构成了国家创新力四维测度框架。纵向上考虑国家创新力的不同度量表现,从规模、强度和速度三方面对创新力进行分解,以考量不同经济发展水平及人口规模的国家创新力表现差异。最终构建了四横三纵的国家创新力测度框架。国家创新力测度框架能全面衡量一国的创新活动效果,为国家创新优劣势分析以及格局评价提供新的参考。在应用国家创新力测度框架的过程中,需把握不同性质的指标,以便有效评价和监测国家创新活动,全面反映国家创新力水平。National innovation force is a net force of science creation, technology exploitation, industry development and condition supporting demonstrated by the national innovation system of a country. Drawing on the idea of force decomposition in physics area, the effect-oriented multi-dimensional measurement framework of national innovation force is built from the perspective of multidimensional innovation index. Horizontally oriented to the innovation chain, the national innovation force is divided into national science creation force, national technology exploitation force and national industry development force. From the perspective of innovation environment-oriented, national condition supporting force is constructed. Those four sub-forces constitute the four-dimensional measurement framework of national innovation force. Considering the different performances in the vertical direction, the national innovation force is decomposed in terms of size, strength and speed in order to consider the differences of counties with different economic development level and population size.Finally, this study builds a four-horizontal and three-dimensional national innovation force measurement framework. The measurement framework of national innovation force can comprehensively measure the innovation level of a country, and provide a new reference for the analysis of national innovation advantages and disadvantages as well as the evaluation of the pattern. In the process of applying the national innovation force measurement framework, it is necessary to grasp indicators of different natures in order to effectively evaluate and monitor national innovation activities and comprehensively reflect the level of national innovation force.
