产业融合视角下的乡村经济发展“PPVC模式”研究——以浙江宁海为例

摘　　要：伴随着我国工业化、城镇化速度的加快,农村人口大量外流,造成农村土地闲置、村集体经济薄弱、农业生产形式单一、乡村文明失落等一系列"农村空心化"问题。本文选取宁海县南岭村、双林村、峡山村等3个典型村作为调研对象,对村集体、村民、企业、政府部门进行访谈和问卷调查,总结提出了"政府全力支持,引进企业社会资本,鼓励村民主体参与,村集体协调"的"PPVC"发展模式。并基于村民满意度和幸福感等评价指标,实证分析了该模式运行的主要影响因素包括政府政策强力支持、村集体发挥积极作用、致富带头人的带动、外来企业投资促进、农民具备职业技能。With the acceleration of industrialization and urbanization in China,a large number of rural population outflow,resulting in rural land idle,weak village collective economy,single form of agricultural production,loss of rural civilization and a series of "rural hollowling" problems.This paper chooses Nanling Village.Shuanglin Village and Xiashan Village in Ninghai County as the research objects,carries out Interviews and questionnaires to village collectives,villagers,enterprises and government departments,and sums up and puts forward the "PPVC" development model of "full support from the government.introduction of enterprise social capital,encouragement of participation of village democracies and village collective coordination".Based on the evaluation indicators of villagers’ satisfaction and well-being,this paper empirically analyzed the main factors affecting the operation of the model,including the strong support of government policies,the positive role of village collectives,the drive of the rich leaders,the Investment promotion of foreign enterprises,and the vocational skills of farmers.
